How to Apply for Asbestos and Lead Licenses, Certificates and Permits

You can apply for asbestos and lead discipline licenses, certificates and permits using the ALRP Licensing and Permitting Portal

  • Individuals designated as primary contacts in the portal can apply for company-level licenses and permits.
  • Anyone applying for a license and the company's primary contacts need portal accounts.

RRPM Licenses and UCCO Certificate

There are three RRPM licenses and one UCCO certificate. The descriptions are listed below the table. Please note:

  • If you are a sole proprietor, you need both the Lead-Safe RRPM Supervisor and the RRPM Firm licenses.
  • If you are a company with multiple employees, the company only needs one Lead-Safe RRPM Firm license, but each worksite must have a licensed onsite Lead-Safe RRPM supervisor. The onsite supervisor can train other workers to perform RRPM work. However, the supervisor must remain on the job site at all times to supervise the work.

Before applying for a Lead-Safe RRPM Supervisor or Landlord license or a UCCO certificate, make sure you have the proper training.

Descriptions of RRPM licenses and UCCO certificate

Lead-Safe RRPM Firm License 
  • This is a company-level license required for any company that employs individuals performing RRPM work.
  • This license costs $300 and is valid for five years from the date it was issued.
  • You don’t need training certificates to apply for this license.

Lead-Safe RRPM Supervisor License 
  • This is an individual license required for at least one person employed by a Lead-Safe RRPM Firm.
  • The Supervisor is responsible for:
    • Training on-the-job workers who assist with RRPM tasks,
    • Ensuring compliance with all RRPM regulations, including lead-safe work practices and recordkeeping, and
    • Remaining on the jobsite the entire time RRPM work is underway.
  • This license costs $50 and is valid for one year from the date it was issued.
  • You need current RRP and IRC Practices training certificates to apply for this license.

Lead-Safe RRPM Firm – Landlord License 
  • This license is only for landlords.
    • It allows you to perform RRPM work exclusively on your own residential rental properties and does not allow you to train or supervise other workers.
  • It costs $300 and is valid for five years.
  • You need current RRP and IRC Practices training certificates to apply for this license. 
  • No other RRPM license is needed with this license to perform RRPM work on your rental properties.
Lead-Safe Uncompensated Child Care Operator (UCCO) Certificate 
  • This certificate is only for child care providers.
    • It allows you to perform RRPM work exclusively on your own child care facility and does not allow you to train or supervise other workers.
  • It is free and is valid for one year.
  • You need current RRP and IRC Practices training certificates to apply for this license. 
  • No other RRPM license is needed with this certificate to perform RRPM work on your child care facility.
Did you know?

If you have been trained and licensed in another state, you may be able to apply for a Vermont license without having to repeat training, as long as you meet the requirements in the Vermont Regulations for Lead Control and Vermont Regulations for Asbestos Control. Tips for Navigating the Portal

How to apply for any license or permit

To apply for any license or permit in the ALRP Licensing and Permitting Portal, follow these steps:

  1. Log in to your portal account.
  2. Select Applications from the left menu, then click Start.
  3. To submit a personnel-level application, scroll down to the Individual Applications section. Click View All Individual Applications
    • To submit a company-level application, make sure you are a Primary Contact. Scroll down to the Company or RRPM Firm Applications Section. Click View All Company or RRPM Firm Applications.
  4. Find the license application you're looking for in the list and click Apply Now. You can scroll through the list or search for the name of the application using the search bar above the list.

Follow these tips for filling out the application form:

  • Any question with a red asterisk (*) is required.
  • Click Submit when you are done.
    • If you missed any required questions, you will be prompted to go back. These questions will be highlighted in pink.
    • Be sure to click yes when the form asks if you are ready to submit your application.

Submitting payment

  • You must pay the application fee before your application is processed.
  • After you submit your application, you will be prompted to check out.
  • To navigate to the checkout later on:
    1. Select Applications from the left menu, then click Checkout.
    2. Check the box next to each item you want to pay for, then click Pay Now.
    3. Enter your credit card information as prompted, then click Submit.
      • Email us at [email protected] for instructions on how to pay with a check or money order. We recommend using a credit card when possible for faster processing.
    4. We will send a copy of your license to the email in your Portal account. Company licenses will be sent to everyone listed as a primary contact.
      • Check your email regularly. We may follow up if we have questions or need additional documents to process your license.
