Those who are eligible for You First may be eligible for the Breast and Cervical Cancer Treatment Program (BCCTP).

What is the Breast and Cervical Cancer Treatment Program

The Breast and Cervical Cancer Treatment Program (BCCTP) is a special program that can provide full Medicaid coverage throughout active breast or cervical cancer treatment. BCCTP Medicaid covers all of the same services as traditional Medicaid and is not limited to only treatment-related services. A patient can enroll even after cancer treatment has started.

Who is eligible for coverage?

To enroll in the BCCTP program, applicants must be:

  • Eligible to enroll in the You First program (You First eligibility criteria)
  • Under age 65
  • Uninsured or able to close current health insurance
  • A U.S. Citizen or have qualified immigration status
  • In need of treatment for breast or cervical cancer or precancerous condition
How does someone enroll in BCCTP coverage?

The first step is to enroll in the You First program. You First staff will then confirm the need for cancer treatment directly with the program member's health care provider.

If the program member has other health insurance, please have them discuss closure options with You First directly. We will refer them to the Health Care Advocates at Vermont Legal Aid to discuss insurance options if needed.

If they decide to enroll in BCCTP, they will complete a BCCTP application and send it back to You First. The BCCTP application will be processed within 3 business days. You First will reach out to the program member directly to confirm enrollment and provide more details.

How long does BCCTP coverage last?

Reviews are done annually to confirm recipients are still in active treatment, under age 65, Vermont residents and do not have any other health insurance. Income is not considered in the review process.

Medications to prevent breast cancer recurrence (Tamoxifen, aromatase inhibitors and others) are considered active treatment.

If a patient has questions about BCCTP coverage ending, they can contact You First at [email protected] or 1-800-508-2222.

Please note that BCCTP will close when Medicare eligibility begins. Medicare eligibility begins at age 65 or after 24 consecutive months of Social Security Disability.
