Public Comments
Vermont’s rulemaking process gives you a chance to make your voice heard on any proposed rule that might affect you and your community.
All comments received during the Public Comment period will be reviewed and considered as we develop the final proposed rule. We welcome your input!
Important: Do not include personal or confidential information you do not want shared publicly. Comments submitted during the public comment period become public records and may be posted online.
How to Participate
During the public comment period, you can:
- Submit a written comment by mail or email
- Testify at a public hearing
- Ask questions about a rule
Helpful comments include:
- Whether you support or disagree with the proposed rule (or specific parts of it)
- Why you support or disagree
- How the proposed rule could affect you, your family, community, or industry
- Ideas or suggestions for addressing the issue
- You do not need to comment on every section of a proposed rule.

Birth Center Licensing Rule
Rule Submitted to Interagency Committee on Administrative Rules (ICAR). The proposed rule sets standards for licensing birth centers in Vermont.
