Program Areas and Progress
Tobacco control focuses on the following program areas and audiences:
Youth Prevention
- Targets youth from 10-18 years old.
- The youth smoking rate has dropped a great deal from 31 percent to 16 percent since the beginning of the program, nearly reaching our goal.

Adult Smoking Cessation
- Targets all adults, with additional focus on young adults 18-24 years old, pregnant women and those living in poverty.
- The adult smoking rate has dropped slightly overall.
- The young adult smoking rate has dropped a great deal, but is still higher than the rate for an adult.

Secondhand Smoke Reduction
- Targets all Vermonters, with a focus on parents, caregivers and those with chronic conditions like asthma.
- The rate of second-hand exposure among children in Vermont has dropped below national rates.
