These reports provide mental health stakeholders and the public with information about the nature, extent, allocation and timing of services; system-wide planning issues; and an assessment of progress and the system's needs and challenges.
Adult Mental Health
The Statewide System of Care Plan for Adult Mental Health in Vermont Update: Fiscal Years 2003 - 2004 The purpose of this update is to provide mental-health stakeholders and the public with information about important developments since the full System of Care Plan appeared in the spring of 2002, to assess the progress we have made since then, and to look to system needs and challenges moving from Fiscal Year 2003 into Fiscal Year 2004 for:
- Community Rehabilitation and Treatment (CRT), including inpatient treatment in local general hospitals,
- Adult Outpatients (AO),
- Emergency Services (ES), and
- the Vermont State Hospital (VSH).
The Statewide System of Care Plan for Adult Mental Health in Vermont Fiscal Years 2002 - 2004
Vermont's Statewide System of Care Plan for Adult Mental Health focuses on the public mental health system for:- Community Rehabilitation and Treatment (CRT),
- Inpatient treatment in local general hospitals and the Vermont State Hospital (VSH),
- Adult Outpatients (AO), and
- Emergency Services (ES)
Child, Adolescent & Family Mental Health
Pathways: A Resource Guide Connecting Families with Services and Supports for Children and Adolescents Who Experience a Serious Emotional Disturbance gives practical, detailed suggestions on where to find information, supports, and services. It addresses five basic questions: (1) What is serious emotional disturbance? (2) What is the impact on the family? (3) Where can I find information and support? (4) What systems provide services? (5) Who pays for what?
A User's Guide to The Vermont System of Care Plan is designed to assist families and service providers looking for supports by giving them a general overview of the system of care and suggesting some first steps in securing support. It describes the mission of the system, the treatment planning process, how to find information and help, how to resolve problems, and the values of the system of care.

The Vermont System of Care Plan for Children and Adolescents With a Severe Emotional Disturbance And Their Families describes the mission, principles, and goals of the system as a whole. It also reviews ways families may work in and with the system of care. This document is used in several ways. It outlines a vision for the future, based on the lessons of the past, and identifies ways to keep moving toward that vision. This is important information for policy makers and others concerned with planning supports for children and their families. It also provides useful information for families and providers who wish to understand the system of care, including the type of services one expects to find as well as ways to access those services.
Vermont System of Care Plan: Child, Adolescent and Family Mental Health
Mental Health Services develops a system of care plan for each population it serves to share with consumers, family members, advocates, community members, and legislators. The plan describes the system of care's goals and current status, most pressing unmet needs, and intended action steps to improve the services provided and outcomes achieved. The plan is re-done every three years and updates are provided in years 2 and 3 of the cycle. This plan is the first in a new 3-year cycle, beginning July 1, 2009. [Note: This plan focuses only on the mental health system of care and is different from the report entitled The Vermont System of Care Plan for Children and Adolescents with a Severe Emotional Disturbance and Their Families which focus on the interagency system of care for the same population.]
- The Vermont System of Care Plan Report for Children and Adolescents with a Severe Emotional Disturbance and Their Families [January 2000] is the annual update of the full report which provides the system priorities recommended for the upcoming calendar year.
